Sadly it does take a while. I have a fairly good rig and walk away for five mins while it loads up.

You should have the following ticked:

oblivion.esm
shivering isles esp
hiboriamain.esm

Then let the CS do its thing for a while. Do you have all of the data stuff in the correct place?

The not responding thing comes up all of the time with me. If I get impatient and click on the CS it sends up the not responding error, it just means its loading.

There isnt an ingame map yet, though you can download the jpeg entire world version at tesnexus.

Drop in at 0,0 and go southwest, that should take you to a mountain ringed lake where you can wander the capital city (WIP, much changed in the last week! so you wont see it as it is now.)

Give me a few minutes as the CS is loading now and I can give you some interesting locations.

-30,21 lake Hera swim to the two towers and into Illusidum.
-33,17 next to the start of the capranecurum tomb causeway. (WIP. some tombs are there, a part of Talath Spirna, guard tower and fort (WIP) exterior and interior can be claimed.

As you climb higher up the capranecurum you will find it eventually ends half way up the mountainside. I am working on adding the higher tombs and monuments.

-74,-103 drops you in at Pewashar, a small hamlet on the caravan route in Northern Karithia.
Keep going southeast towards -41,-158 to Tebella, a Karithian city.

If you open up the region editor it will give you a list of the regions under the worldspace hiboria (working title for mesogea)

It depends where you want to base you quest etc, north (cold, forest, desert) centre (Empire, civilisation) east (mysterious wilderness) West (ancient wilderness) South (desert and scrub lands)

I will look into creating quests around the north cold area, is it ok if i create the npc but leave the AI packages to another -i really need a completed city for a excellent AI package.

Sure, that sounds fine to me. The north would have only a few basic cities, more like towns really. The biggest city would be on the Holorian border between the province of Sarachia and the barbarian north. Karisum, its fairly ruined but has a sizeable Imperial population and some very nice villas in the hills surrounding. The north isnt considered much of a threat (silly Holorians...)

There is a slavers city, Kolebria, to the north west on the southwest corner of Larandor forest. I will plot out some locations on a map so we all get some idea of where things are etc.

I just came back from drinking and decided to make a quest

Its that town on the trading route. This is the quest contexted (BTw could you make me a subform for quest posting.)

It starts off where you find a chest on one of the roofs, inside is a bloodstained note leading you to a camp containing 3 bandits who are about to ambush a transport holding the Globe of the World. The Globe is made of pure gold so is worth a lot. You then go to the camp and upon discovering it must kill the 3 bandits. Inside the camp you find a chest, this chest contains orders from the leader himself. You must then find the leader, who is near the town standing on a large rock and kill him. He is MUCH stronger than you and has enchanted armour.

On killing him you gain a key, this key will unlock the chest near you full of his stash and then the quest is over. I'm just testing it now atm as ive made it. Its a short quest =D and it will need your tweaking as i added the chest to the roof of one of the houses which had stairs (You can always move it) and the bandit camp is a few 1000 yars away from the town. I couldnt use Quest targets as they seem to work only with an interior cell reference.

You can use Tes4edit to make scripts without loading the CS. But you can't edit cells or regions.
