Central to the Sarachian province and of old the capital of North Sarachia, Hazelgate is a market town where the annual tythe is held. It should ideally include a prominent market place and a crossroads. To the north is Midgeholme on the River Viknoy. To the south, the Marchelands centred upon the village of Marche. To the east is Karisum, an Imperial city on the very borders of the wild. To the west is another minor as yet unmaed village space and eventually the barrier mountains and Burgorum castle.

Sorry, dopey of me I asked where you had put Hazelgate. I am officially a twit.
Anyway, yes the Holorian walls would be waaaaaay too big. I envisaged Hazelgate as a bit like Caleva Atrebatum in Hampshire, UK. A veterans settlement, a municipal town that began as a Sarach market with some taverns, meeting hall etc, then developed moderate stone walls and a couple of outlying villas but nothing excessively grandiose. It will be an interesting place to work on actually, you could make it feel very different to Illusidum and the cities, rugged yet refined.

So maybe I should just take a look at some of the stock Oblivion walls then? They have some waist or head-high stone walls that might fit in alright. Perhaps something a bit bigger is needed though.
I haven't read up on everything yet, but how is the Sarachians different from the Holorians?

The Sarach were originally from the Aretia area where Ventara is located but were driven north long before the Holorians arrived on the scene. Way way back in their history they were a northern tribe of coast dwellers and seafarers, they had ports along the Mesogean sea coast but Karithian piracy and war in the north broke their nation apart. I envisaged them as a northern kind of ancient Germanic, Belgic people.
Anyway they eventually settled in what became Sarachia, mostly settled farmers and hunters with no cities, lots of farms, villages and market towns. Reluctant but not rebellious members of the Holorian Empire and mostly treated as country bumpkins by Holorians. Foot archers, stealth, foraging, farming etc is their basic strength. Their main towns are Hazelgate, Midgeholme and a couple of others yet to be made up I suppose. Nothing big and fancy, though H.gate and M.holme would have a sizeable Holorian veteran settlement within their walls. If you imagine the Holorians as Roman and the Sarach as Gauls but nothing of the measure of Vercingetorix Alesia.

So rather simple though, definitely not a city, but more a town/village type area. That's alright, it should be easier since it's not so big.
Since they are a northern tribe, did you envision them as Nordic type people in Oblivion? Bigger caucasian people who can withstand the cold? Or is that too far north?
Also, I think I was using either Skingrad or Anvil walls, they looked alright I thought. Not nearly as fancy as the Holorian walls, probably less than half the height as well. But probably over a story high. I figured that a market town would have a decent amount of defense. Not city-big, but walls bigger than waist height nonetheless.

Yes that makes complete sense for the walls. I envisaged the Sarach being Germanic/Gallic rather than Nordic, I think the Nordic race would probably be a bit too northern if you see what I mean. Bretton might actually be better but without that silly medieval tonsure.
