Found an excellent german forum and mod, Adash.

Astaroth is a city on the western coast, often foggy, decaying and in something of a mess. Very deadly to visit. It has several canals leading deep into the city along which boats would row from the harbour to deliver produce to the markets and back to the boats etc.

Ahhhh, here's the correct thread. So where would this lost and crazy city be located?

If you look on the main map, its north of Illusidum, sort of in the corner of the 90 degree curve where the north coast of the city states region turns from its east-west to north-south, does that make sense? Its at the sea end of a mountain pass north of the city states. Ive put it on the jpeg map. Give me a day or so and I'll post a link. Have a bit of a problem with the memory on my desktop so have sent for 4 new sticks.
